The Mission - after Tesla, 1900

Accelerate the human mass

In 1900 Nikola Tesla described humanity in the language of mechanics. Human life is a mass moved by a force, and the problem worth solving is how to increase the energy of that movement.

E ∝ ½ M V²

Tesla's equation leaves three levers: grow the mass, cut the friction, raise the velocity. Velocity is the one that pays. Double a people's mass and you double its energy; double its velocity and you quadruple it, because energy scales with the square. This foundation is built to work all three levers on the human mass of Eastern Europe:

The AI Academy forms the next generation of Balkan builders. The campus pulls scattered talent into one place, where founders, mentors and capital sit in the same room.

Cut the friction

Co-financing removes the funding barrier that stops 99% of EU-grant applicants. Clean governance keeps regulators out of the way. VIP aviation and a motorway-grade approach cut the distance between a Gulf capital and the campus gate to a few hours.

Raise the velocity

The accelerator writes the cheque, the Oracle finds the right people, and the Forge supplies compute that answers to nobody else. Every startup moves faster than it could alone.

The name is the promise. Orbital velocity is the speed at which a moving mass stops falling back. ORBITAL ACCELERATOR exists to push the region's founders - and eventually a generation - past that threshold.

Part I - The Opportunity

The tap: why Romania, why now

Romania is one of the few places on Earth where world-class digital infrastructure arrived before the money did. A generation of engineers grew up on it. They have elite capability, they cost a fraction of what Western markets charge, and almost no local seed capital is competing to fund them.

Three structural facts make this window real:

Infrastructure ahead of its economy

Romania leapfrogged legacy copper straight to dense fiber-optic networks and has ranked among the world's fastest fixed-broadband countries for over a decade, with internet penetration above 90%. The European Commission's Digital Decade 2026 country report again places Romania at or near the top of the EU in fixed very-high-capacity and fibre-to-the-premises coverage. For bandwidth-heavy decentralized applications and distributed AI training, that matters more than it sounds.

A uniquely unfiltered digital upbringing

Romanians who came of age online did so with effectively unrestricted access to the accumulated books, software, music, film, and technical culture of humanity. Enforcement against personal, non-commercial use was historically near-absent. The effect shows up in the talent. This is a country of autodidacts, a generation trained the way large AI models are trained, on everything, before that was possible anywhere else.

Talent supply without capital supply

Romania's IT/software specialist base stands at 200,000–250,000 (ANIS and industry estimates), among the top three or four in Central and Eastern Europe by absolute size. Bucharest is the densest node, with strong secondary hubs in Cluj, Iași and Timișoara, and an annual STEM/IT graduate inflow estimated between 9,000 and 21,000. English proficiency is high and cost-of-talent remains meaningfully below Western Europe and the US. Yet early-stage funding in the region has collapsed to a fraction of the market (see Part VIII). Elite teams routinely form and dissolve for lack of a first cheque.

ORBITAL ACCELERATOR is the tap on that reservoir. Membership buys a Gulf principal first look at the deal flow and the people behind it, years before Western funds arrive at scale.

Part II - The Concept

Resort × accelerator × compute × platform

One non-profit foundation operates four assets:

The Sanctuary

A luxury mountain campus at Plaiul Foii near Zărnești, 25 minutes by road from Brașov–Ghimbav International Airport. Donors arrive by private jet, stay in residence, and sit across the table from the region's best founders in a setting worthy of the relationship.

The Accelerator

A rolling program that scouts, houses, funds and mentors startup teams from Romania and the wider Balkans, with equity stakes held through a foundation-owned investment vehicle.

The Forge

An on-site AI compute data center, river-cooled and running on some of the cheapest power in the EU. Compute is the scarcest input in the industry today and every portfolio company needs it. Owning it converts the largest cost line in an AI startup's budget into an asset the foundation holds, and it is the one part of this campus that would be worth building on its own commercial merits.

The Platform

A decentralized, members-only social and collaboration dApp on NeuronChain. It keeps donors, founders, mentors and alumni connected long after they leave the mountain.

A donor's contribution flows through three channels: campus and endowment (the durable asset), programs (the annual engine), and the startup fund (the upside). If Brașov works, the same blueprint travels. The Balkans first, then a Gulf sister campus.

Part III - Structure & Governance

A foundation donors' lawyers can sign off on

Large Gulf donations will be examined by family offices, banks, and Romanian regulators. The structure is designed to pass that examination:

Fundația ORBITAL ACCELERATOR

A Romanian foundation under Government Ordinance 26/2000, holding the land, campus and mission. Non-profit status keeps the campus and programs charitable and reputationally clean.

ORBITAL Ventures S.R.L.

A wholly foundation-owned investment vehicle that holds startup equity. This separates charitable activity from investment activity, keeps the cap tables conventional for later-stage VCs, and gives top-tier donors a clean instrument for co-investment rights.

AML/KYC by design

All donations pass through documented source-of-funds verification with a Romanian bank partner and external counsel. For donors that is a feature rather than a friction. It protects their generosity from any later insinuation.

Board of Trustees

Mixed Romanian and Gulf composition from day one. Majlis-tier donors hold board seats, and an independent audit committee publishes annual transparency reports.

Part IV - Physical Infrastructure

The Sanctuary: full build at Plaiul Foii

The campus gets built in full before the programs launch at full scale. Donors are funding a permanent asset that the foundation owns outright.

Aviation logistics at Ghimbav (GHV)

Brașov–Ghimbav International Airport (GHV/LRBV) has a 2,820 m × 45 m concrete runway. That takes a Gulfstream G650/G700, a Bombardier Global 7500, and most heavy freighters short of the largest wide-bodies. Opened in June 2023, the airport handled 337,353 passengers in 2025. Management targets 500–600k for 2026 and a path to roughly a million by 2029. Apron expansion from 3 to 8 stands is already funded or in procurement, and cargo certification for larger freighters is being pursued. Night and 24/7 operations follow once traffic justifies the ROMATSA resources, which matters for discreet Gulf-state arrivals. Add the A3 motorway corridor and this becomes the cleanest VIP and cargo gateway into Transylvania. Otopeni is far more congested. From wheels-down to the campus gate is roughly 25 minutes on sealed road.

The site: Plaiul Foii, Zărnești

The target area is Plaiul Foii, about 12 km up the Bârsa valley from Zărnești and roughly 25 minutes by road from Ghimbav. It is a valley floor at around 850 m, at the foot of the Piatra Craiului massif rather than on it. The access road was asphalted in 2017 and is sealed the entire way, so ordinary heavy vehicles reach the site year-round and the build proceeds like any other Romanian commercial project. Standard contractors, standard plant, standard delivery schedules, and no seasonal access window to work around. Founding member Paula Paraschivoiu runs procurement and the delivery schedule for modular housing units, construction materiel and plant. The campus gets the Piatra Craiului skyline at conventional buildout cost and conventional buildout risk.

The Forge: sovereign edge compute

The campus runs its own data center. The Forge is a cluster of hyper-optimized bare-metal Linux nodes on bespoke Ubuntu builds, with no dependency on a cloud region anywhere. The site was chosen for it, and the reasons are unglamorous:

The Bârsa, a few hundred metres away

River water moves heat at a cost mechanical chillers cannot approach, and it runs coldest in the months when training load is heaviest. A closed heat-exchanger loop returning water at permitted temperature is the design case, with abstraction and discharge handled inside the same PUZ approval as the campus.

Free air does the rest

The county's climate keeps ambient temperature low enough that outside air alone covers a large share of the annual cooling hours, before the river is touched at all.

Cheap, largely non-fossil power

Romania draws a large share of its electricity from hydro, nuclear and wind, and industrial tariffs sit well below Western European levels. Power is the biggest recurring line in any data-center budget.

The fibre is already there

The same national fibre density that opens Part I of this memorandum reaches the site, so the Forge is not stranded behind a thin pipe.

Jurisdiction is the product

Everything stays inside EU territory under Romanian law. Training and fine-tuning happen on site, so there is no egress bill and nothing leaves the building. For a Gulf donor whose portfolio data is the sensitive asset, that is a firmer guarantee than any hyperscaler contract.

The Forge also gives cohorts something no other accelerator in the region offers, which is training capacity they do not have to rent. A team that would otherwise burn a third of its seed round on GPU credits spends it on people instead. Over 50–60 portfolio companies that compounds into real money, and it stays inside the foundation.

Part V - Programs

The engine: cohorts, residencies, and the next generation

Accelerator cohorts

Two cohorts a year, 20–25 teams each. Scouting runs Balkan-wide through technical universities, olympiad and competition networks, and open application on the dApp. A team gets residence at the campus, €100–200k from ORBITAL Ventures for 5–8% equity, and a mentor bench of operators, professors and visiting Gulf principals. Demo days sit inside donor residence weeks, so the cheque and the founder are in the same room.

Residencies

A standing guest program brings professors, senior engineers, founders who have already exited, and master-craft "guides" for residencies of one to eight weeks. It keeps the campus alive between cohorts and gives donors a reason to come back.

EU grants and the co-financing key

Romania's national Digital Decade roadmap totals €3.89 billion (~1.01% of GDP), and a large tranche - roughly €2.31 billion, 38% of measures - is scheduled to expire by end-2026, with successor programs following. Yet most Romanian applicants never touch this money, for one structural reason. They cannot show their own co-financing. EU instruments typically require applicants to bring 30–50% of project funds themselves, and most startups and small organizations simply don't have it.

The co-financing unlock

Gulf seed capital deployed through the foundation is the 30–50% own contribution the grant application requires. That is the whole trick, and it is purely mechanical. Every donor euro placed as co-financing pulls one to two non-refundable EU euros in behind it, doubling or tripling a startup's runway without touching the cap table. Founding member Andrei Pojoreanu's mandate is to run this matching across the entire portfolio.

The AI Academy (generational expansion)

To make the tap permanent, ORBITAL ACCELERATOR adds an education pillar in Phase 2: an academy for gifted youth across the Balkans, teaching algorithmic logic, agentic-workflow design and advanced prompt engineering. This is not a coding bootcamp. Students build on NeuronChain from the first week and grow up as native operators of the ecosystem, which feeds the accelerator for decades. It starts as after-school and summer programs at the campus and grows from there.

Part VI - The Platform

NeuronChain and the members' dApp

The platform is where the membership actually lives. It runs on NeuronChain, the browser-native P2P blockchain built by founding CTO Lucian Apetrei, and it is the part of the organization that keeps working when nobody is on the mountain.

Architecture

NeuronChain runs peer-to-peer in the browser with decentralized P2P file storage, and needs no privileged servers to do it. That also cuts attack surface and running cost against a traditional L1, since there is no validator fleet to fund and no consensus infrastructure to defend. The members' dApp sits on top and carries identity, messaging, project rooms and reputation. Nothing on it is tradable. The foundation issues no token, no coin, and no digital asset of any kind. Cryptography is post-quantum throughout, so the security posture is built for the decade in which quantum attacks become practical.

One human, one account: ghost keys

Sybil resistance is enforced by mathematics instead of moderation. No bots, no duplicate accounts. A member's private key S is never stored anywhere, in any form. At account creation it is split into three independent shares in a 2-of-3 threshold scheme using Shamir's Secret Sharing over a finite field:

The three shares are kept apart. One sits on the chain. One is sealed behind the on-chain facelock and released only by live biometric validation of the account's human. One goes to the member and stays on their own device. A single share reveals nothing about the key. On its own it is pure noise.

Hence the name. A Ghost Key does not sit anywhere waiting to be found. It is assembled at the moment of use from any two shares, applied, and discarded inside the same operation. It never touches disk, and there is no key store to raid. An attacker has nothing to phish and nothing to seize. Because the facelocked share answers to one living human and no other, an account cannot be separated from the person who opened it.

The Oracle

A decentralized multi-agent AI sits at the middle of the ecosystem. Internally everyone calls it the queen bee. Its working knowledge is not held in one model or on one server. It is fragmented, encrypted with post-quantum schemes and sharded across the chain, which follows where decentralized-AI research is currently heading (model sharding, confidential computing, client-side inference). There is no single machine to seize or quietly rewrite. Members opt in to contribute project context, meaning repositories, plans and discussions, and the Oracle reads it continuously to match founders to capital, co-founders to each other, and a stuck problem to whoever in the network has already solved it. A pure capital fund cannot copy this quickly, because it has to have the members before it produces anything. For a donor it is a radar over the region's ideas. For a founder, a mentor that never sleeps.

Compliance workstreams (budgeted, not ignored)

GDPR: facelocked biometrics are special-category data - processed on-device where possible, with explicit consent and a data-protection impact assessment. EU AI Act: the Oracle's matching functions will be classified and documented before launch. No crypto-asset: the foundation issues no token, coin, or tradable digital instrument. NeuronChain is used purely as identity and coordination infrastructure, which places the platform outside the scope of MiCA and the EU crypto-asset regime by design rather than by argument. Every euro that enters the organization stays an ordinary, auditable euro. Getting this right is itself part of the pitch. The platform is built to survive European scrutiny.

Part VIII - Financial Thesis

The CEE seed arbitrage

The financial logic is a supply-demand dislocation. Central and Eastern Europe produces elite engineering teams at scale and deploys almost no seed capital to fund them.

In Q1 2026, total CEE venture capital deployed was €821 million across just 138 rounds - with nearly half concentrated in two late-stage companies. Pre-seed and seed are badly compressed. Capital is piling into the top end while entry valuations for strong engineering teams stay far below Western Europe or the US. That gap is the window this model is built for.

The arbitrage runs in three moves: Gulf capital funds elite Romanian and Balkan teams at seed → the companies mature into the late-stage capital that currently dominates the market → the valuation step-up occurs. ORBITAL ACCELERATOR is the early-stage pipeline and the talent filter. It buys at the bottom of the CEE tech market, stretches each startup's runway with the EU co-financing engine, and holds while late-stage capital lifts the valuations.

Accelerated portfolio scenarios - seven-year horizon

The clock is compressed on purpose. Cohorts begin in Year 1 in a leased venue while the campus is built, and the EU co-financing engine lets every donor euro deploy at 2–3× effective size from the start. That gives roughly 12 cohorts and 50–60 funded companies at 5–8% average stakes by Year 7. A conventional fund structure would need ten years to get there.
